On April 25, 2018, the Official Journal of the European Union issued Resolution DECISION (EU) 2018/636, which identified dicyclohexyl phthalate (DCHP) as an SVHC substance.

-On February 17, 2016, Sweden submitted a dossier proposal to ECHA proposing that dicyclohexyl phthalate (DCHP) be labeled as SVHC as it meets the attributes of Article 57 (c) and Article 57 (f) of the REACH regulation.
-On June 9, 2016, MSC expressed its views on the dossier. However, before MSC expressed its views, Sweden withdrew its proposed DCHP's endocrine disrupting attribute - the attribute of Article 57 (f) of the REACH regulation.
-MSC unanimously agrees to consider DCHP as a substance of high concern as it meets the attributes of Article 57 (c) of the REACH regulation.
-However, MSC did not reach a consensus on the endocrine disrupting properties of DCHP.
-On June 22, 2016, ECHA referred MSC's views to the European Commission for a decision on whether DCHP meets the attributes of Article 57 (f).
-The committee ultimately determined that, according to MSC's view, DCHP has endocrine disrupting properties and should be recognized as SVHC.
Corporate Responsibility
If both of the following conditions are met simultaneously, the manufacturer and exporter of the item must notify ECHA within six months from the inclusion of the substance in the SVHC candidate list:
-The content of the substance in the article exceeds 1 ton/year/manufacturer or exporter;
-The weight percentage concentration of the substance in the article is greater than 0.1%.

With the continuous updating of the SVHC candidate list, enterprises are facing more and more control requirements. Enterprises need to enhance their risk awareness of their products. Within six months after the substance is listed on the SVHC candidate list, eligible enterprises need to complete the SVHC notification in the item. It is recommended that enterprises conduct an early investigation of the supply chain to calmly respond to regulatory changes.
