Recently, multiple batches of goods exported to the United States have encountered the problem of 'difficulty in entering customs'. US customs have seized some of the goods and required enterprises to conduct TSCA response before customs clearance. According to TSCA regulations and US customs requirements, a TSCA compliance or exemption declaration must be provided with the relevant goods upon entry. If the enterprise violates this regulation, it may face consequences such as prohibition of entry, detention of goods, detention fees, fines, and import blacklist. On January 6, 2021, the United States Environmental Protection Agency (US EPA) published rules 40 CFR 751.401-751.413 for five persistent, bioaccumulative, and toxic (PBT) substances in the Federal Register, which set out control requirements for five PBT substances: DecaBDE decabromodiphenyl ether, PIP (3:1) isopropylated triphenyl phosphate, PCTP pentachlorophenol, HCBD hexachloroprene, 2., 4.6-TTBP 2,4,6 tert-butylphenol in substances, mixtures, or articles, These requirements have come into effect on February 5, 2021, and will be gradually implemented on March 8.
1: Which products need to apply for TSCA?
Products not subject to TSCA regulation: tobacco and tobacco products, nuclear materials, military fire, food, food additives, drugs, cosmetics, and substances used only as pesticides. That is to say, except for these products, all non-metallic products must undergo TSCA.

3: TSCA processing cycle:

4: TSCA processing process:
1. The enterprise prepares product information for testing institutions;
2. The testing agency conducts sample evaluation and quotes;
3. Enterprises fill out application forms and send samples to testing institutions by express delivery;
4. Both parties sign a contract;
5. The testing agency arranges testing;
6. After the test is completed, the testing agency will issue a draft certificate and report to the enterprise for confirmation;
7. After confirming that there are no errors, the enterprise will issue a formal certificate report.
