With the rapid development of the LED industry, the speed of updating energy efficiency related standards is also accelerating* Recently, California in the United States has taken new actions, with changes involving two strong regulations, CEC Title 20 and Title 24, and a voluntary LED bulb certification specification closely related to incentive policies. Here is a detailed explanation for you:
1、 CEC Title 20 has announced the removal of LED bulbs that have already been listed and will release a new version
On February 17, 2016, CEC issued a Notice Letter to Remove LED Light Bulbs in the Title 20 Database (Title 20, February 22, 2016).
In this announcement, the California Energy Commission emphasized the following three points:
1. Since LED bulbs are no longer within the scope of products controlled by CEC Title 20, CEC has removed them from the list of products listed in CEC Title 20 from March 15, 2016.
2. CEC will add regulations and certification requirements for LED bulbs in CEC Title 20 section 1601-1607, and release certification templates and guidelines. It is expected to take effect on January 1, 2018, officially beginning to receive Title 20 certification for LED bulbs. Moreover, CEC Title 20 may consider receiving compliance data for LED bulbs starting from January 1, 2017, and starting to submit voluntary applications. The California Energy Commission plans to complete the update of CEC Title 20 and release a new version of regulations in 2016.
3. Certified LED fixtures controlled by CEC Title 20, such as mobile LED fixtures and certified high-efficiency LED fixtures under CEC Title 24, will not be removed from the product list.
CEC - Title 20-2015 California Electrical Energy Efficiency Regulations.
2、 CEC Title 20 regulates the range of LED products:
1. Starting from March 15, 2016, LED bulbs have been removed from the scope of CEC Title 20
2. LED Portable Luminaires LED
3、 CEC Title 24 released in 2016, with significant changes in LED product requirements
CEC-CMF Title 24-2016
Building energy efficiency requirements for residential and non residential buildings in California.
The product range to comply with the Joint Appendix JA8-2016 high-efficiency light source is as follows:
1. Fixed household lighting fixtures - (non detachable integral lighting fixtures, embedded ceiling lights except for E26 lamp caps, lighting fixtures with GU-24LED bulbs)
2. Bulbs - (omnidirectional, directional, decorative)
3. Optical engine
In the old version of CEC Title 24, the performance requirements for household lighting fixtures using LED light sources were focused on basic parameters such as light efficiency, color temperature, and color rendering index in Joint Appendix JA8. In the 2016 Zui new version, CEC Title 24 added many performance requirements for products with high light efficiency light sources in the Joint Appendix JA8.
4、 The main parameters involved include:
Initial light efficiency, power factor, startup time, CCT, Duv, CRI, R9, lifespan, 6000 hour flow maintenance/survival rate, dimming, flickering, noise, label requirements; And it is emphasized that the testing laboratory needs to obtain NVLAP accreditation.
Note: LM-80 and TM-21 calculations are only applicable to inseparable SSL Luminaires
California voluntary LED bulbs will require applying for Energy Star certification before submission
The California Voluntary LED Bulb Specification is independent of CEC Title 20&Title 24 and applies to California's LED bulb certification. As a voluntary certification, this certification plan is mainly closely related to various incentive policies. The full name of the certification is: Voltary California Quality LED Lamp Specification.
