The main problems with the current mandatory standards, such as overlapping contradictions and excessive formulation, are to be addressed through abolishing, transforming, integrating, and revising a batch of mandatory standards, in order to achieve 'one market, one bottom line, and one standard'.
According to the Notice of the General Office of the State Council on Issuing the Work Plan for the Integration and Simplification of Compulsory Standards, by the end of 2016, a cleaning and evaluation of the current mandatory national standards, industry standards, local standards, and revision plans will be carried out, and the conclusion of the integration and simplification work will be proposed. Those that are no longer applicable will be abolished, and those that are not mandatory will be converted into recommended standards. If it is necessary to force suggestions for continued effectiveness or integration and revision, Simultaneously research and propose a framework for mandatory national standard systems in various fields.
On December 29, 2016, the Third Plenary Session of the State Council Joint Meeting on Standardization Coordination and Promotion approved the conclusion of the integration and simplification of 11224 mandatory standards and 2066 mandatory standard plan projects.
Notice on Issuing the Conclusion of Compulsory Standard Integration and Simplification
To the people's governments of various provinces, autonomous regions, and municipalities directly under the Central Government, the Central Cyberspace Office, various ministries and commissions of the State Council, and various directly affiliated institutions:
In order to implement the requirements of the 'Deepening Standardization Work Reform Plan' and the 'Compulsory Standards Integration and Simplification Work Plan', on December 29, 2016, the third plenary meeting of the State Council's Interministerial Joint Meeting on Standardization Coordination and Promotion approved the conclusion of the integration and simplification of 11224 mandatory standards and 2066 mandatory standards plan projects. The conclusion is now issued. Please provincial people's governments, the Central Cyberspace Office, and all directly affiliated institutions carry out subsequent processing and standard formulation and revision work according to the conclusion of integration and simplification. The relevant requirements are hereby notified as follows:
1、 The conclusion is a mandatory standard that has been abolished: the responsible department responsible for integrating and streamlining the original standard shall issue a notice of abolition as soon as possible, declaring the standard invalid. The announcement of abolition shall be copied to the ministerial joint meeting office at the same time.
2、 The conclusion is the mandatory standard for conversion: the original standard issuer or the responsible department responsible for integration and simplification should issue a conversion announcement as soon as possible, adjust the attributes of the standard, and make it no longer have mandatory effect. The conversion announcement shall be copied to the ministerial joint meeting office at the same time. After the announcement, the standards will still be under the jurisdiction of the original Standardization Professional Technical Committee (or centralized unit). The technical committee is responsible for revising the relevant clauses in the standard and forming a new standard text for approval.
3、 The conclusion is the mandatory standards for integration and revision: According to the needs of economic and social development, relevant departments of the State Council have proposed mandatory national standard formulation and revision projects to the National Standards Commission in batches, and are responsible for subsequent standard drafting, soliciting opinions, technical review, and approval. The mandatory national standard revision project in the field of engineering construction is proposed to the Ministry of Housing and Urban Rural Development. The mandatory industry standards and local standards that need to be integrated and revised shall be integrated and revised by relevant departments of the State Council and local standardization authorities in batches according to needs.
4、 The conclusion is that mandatory industry standards and local standards have been upgraded to national standards: relevant departments of the State Council have proposed designated projects to the Framework Standards Committee. The development projects in the field of engineering construction are proposed to the Ministry of Housing and Urban Rural Development.
5、 The conclusion is that mandatory standard plan projects that are terminated and planned to be adjusted will be disposed of separately by the units that originally issued the plan, and relevant units will be notified.
