一、Introduction to the Basic Situation of Target Factory Inspection
Target factory inspection generally covers quality, human rights, counter-terrorism, and depends on customer requirements. Anti terrorism factory inspection depends on whether the product is exported to the United States. If it is not exported to the United States, anti terrorism inspection will not be conducted; Target factory inspection pays more attention to quality, that is, quality factory inspection, which is generally conducted by the internal organization of Target; Human rights inspection factories generally entrust third-party audit companies such as BV, SGS, etc. to inspect factories, and also arrange for internal auditors to conduct audits; The target factory inspection sequence is: quality, human rights, anti-terrorism factory inspection; Target factory inspection is also conducted by Target's internal organization, and the audit is not notified.
Target factory inspection results and fines:
Target has a maximum of three opportunities for factory inspection, each of which is determined based on the initial factory inspection situation, whether it is a six-month or one-year review. Target pays for the first and second Target factory inspection fees. After the second time, if a follow-up factory inspection is required, the factory or supplier needs to pay for this additional factory inspection fee.
How is the Target factory inspection report divided?
A score above 80 is a green light;
Scores above 60 and below 80 are yellow lights;
A score below 60 is a red light.
The factory has not been seen, there are three opportunities in total. If there are no serious violations for the first time, the investigation will be transferred to a 12 to 18 month follow-up period.
There is no fee for the first inspection, and there will be fines after the second inspection. If the second inspection fails, a fine of $5000 will be imposed. If the third inspection fails, it will be suspended for one year and there will be a fine of $5000.
When does TARGET deactivate the factory?
-If there are 40 or more issues found during the inspection, the factory will be shut down;
-During the Target factory inspection, if the factory closes or cannot be found, there will be a fine of $10000;
-Factories that refuse to review twice will be shut down for one year;
-Continuously working for 7-10 days without rest or continuously working for 60 hours will be notified of suspension;
-The following 5 violations will result in immediate suspension of the factory for three years, and even the shipped goods will be returned:
1) Use of child labor;
2) Using prison workers or making products in prison;
3) Illegal transfer - origin;
4) Corporal punishment;
5) Bribery.
二、Target Human Rights Factory Verification Procedure
Target Global Compliance Audit Process
Compliance audits are conducted to ensure all vendors and their factories meet the requirements of local laws, federal regulations, U.S Customs requirements and Target’s policies.
- Compliance Audits are:
1. Mandatory-All registered vendors and factories are required to participate and are subject to compliance audits.
2. Unannounced-No notification is given to weither the vendor or factory in advance of the compliance audit. This allows us to see the factory on a typical day.
3. Verification of Global Compliance registration informatin-Information in BPM, including address information and contact information must be accurate and up-to-date. U.S. Customs and Border Protection required Target to know where our products are being produced.
4. Factory has up to three chances to become compliant with local laws and Target Standards of Vendor Engagement. Vendor will be required to pay for the third audit if a third audit is necessary.
Unannouced Factory Audit consists of 7 parts:
1. Opening Meeting-Auditor will expain the intent of visit and the audit process.
2. Factory tour-General Walkthrough of the factory and dorms(if applicable)
3. Employee interviews-Confidential, conducted one-to-one of in small groups.
4. Factory management interview-Review hiring process, factory rules, work schedules, and other procedures used by factory management.
5. Country of Origina review-Review production records and shipping records.
6. Closing meeting-Review any findings found during the audit with factory management. This includes detailing how to correct the issue(s) and negotiate the 'correct by' date. The audit recap is signed by both the auditor and factory management and a copy is left with the factory.
Types of Audits:
First Round Audit:
1. This is Target initial audit of a factory to determine if the factory is acceptable.
2. Target pays for the first and second audits. After the second audit, if a follow-up audit is required the vendor will be charged per additional audit.
3. There are a maximum of three audits
Examples of Findings found during an audit
Most common issues found in a factory during a compliance audit
1. Fire Safety, Exits and Equipment
2. First Aid equipment not properly supplied
3. Missing or incomplete personnel records
4. Payroll and time keeping system not being properly used
5. Lack of proper Country of Origin documentation-records must be maintained for 5 years per U.S. Customs and Border Protection
6. Wages-regular and overtime not being properly paid
Audit finds are reviewed with factory management at the end of the audit
Factory agrees to a specified time frame as to when issues will be corrected
Note: A factory will be unregistered and assigned Non-compliant status if one or more of the following is found during the audit:
The following are considred Severe Violations and will result in non-compliance factory status at any point in time not just after a 3rd audit. The factory would then not be able to be used for up to 3 years.
The following is considered a 'serious violation' and will result in the factory being deemed 'non compliant' at any time (not just after the third factory inspection) And the factory shall not be used for three years.

Global Compliance will assess financial penalties for the following:
1. Denied Audits-Auditor arrives to the factory and is declinded access to conduct a factory audit.
2. Inaccurate Audits-The factory name/address information is not correct or up-to-date in BPM
3. Unregistered Factory-Failure to register subcontractor/factories that are producing Target owned brand product(including subcontractors)

① The maximum weekly working hours accepted by Target are 60 hours (including overtime) If the maximum weekly working hours (including overtime) specified by local law are less than 60 hours, local law shall prevail.
② Employees are required to have at least one day off per week (at least one day off seven days a week).
③ Employees must be able to refuse overtime without any punishment (financial or any other punishment).
④ Suppliers must be aware of and comply with the local laws of each country in which production is carried out.
Fair wages
1. Employees must be paid for all working hours Attendance clocks or card swiping attendance systems must be used to record employees' working hours (normal working hours and overtime hours) - ★ Target does not accept manual attendance forms.
2. Local laws regarding salary or overtime compensation must be followed.
Even if there is no law on overtime pay in a certain country, employees should receive additional compensation for overtime.
4. Employee salaries must be paid on time.
5. Any deductions from wages must comply with local laws and regulations.
6. Employees should not be responsible for damage to goods.
No child labor allowed
Note: Target's definition of child labor: under the age of 14 or the minimum age required by local law - whichever is greater applies.
Target adopts a 'zero tolerance' policy towards the employment of child labor The Target policy stipulates that products produced by child labor are not accepted.
2. The apprenticeship program must have a written implementation system and procedures, and comply with local laws and regulations.
3. The factory must maintain complete and accurate personnel records of all employees, including 'temporary workers' and' seasonal workers'.
4. Suppliers must be aware of and comply with the local laws of each country in which production is carried out.
Country of Origin
According to the US Customs and Border Protection Agency, Target does not accept any goods that enter the United States through illegal transshipment.
2. Adopt a 'zero tolerance' policy for false declarations of country of origin.
According to the United States Customs and Border Protection, illegal transshipment is a false declaration of origin information made to evade existing US laws regarding quotas, embargoes, or prohibitions, or to obtain preferential tariff treatment
According to the requirements of the US Customs and Border Protection Agency, suppliers/factories should keep all production and import/export records for five years.
Note: These records should be retained at the factory for at least one year, and if requested, they should be taken out within 72 hours.
Zero tolerance policy/serious violations
-For any violation of any of the following four standards at any time, the factory must be classified as' non compliant 'and shall not produce Target's own brand products for a period of 3 years:
-If the factory is producing Target products, Target will not accept these products

Safe and Healthy Work Environment
A healthy and safe working environment is essential for employees in your factory To ensure that your employees can respond quickly in emergency situations, the factory needs to provide the following conveniences/measures:
1. Adequate fire extinguishers and/or hydrants (with water pipes) relative to the factory scale, and in compliance with local laws and regulations.
2. The entire factory needs to be equipped with sufficient emergency lighting systems (with backup batteries).
3. Adequate emergency exits The best practice is to ensure that every employee has access to two emergency exits. Emergency exits must be kept unobstructed, without any obstruction/obstruction, and clearly marked The emergency exit door must be 'pushed' open, not 'pulled' open.
4. All employees are required to receive basic training on how to use fire extinguishers/hydrants, emergency exit locations, and first aid.
5. When necessary, personal protective equipment such as eye masks, earplugs, masks, etc. should be provided.
Note: Employees need to be trained on how to use personal protective equipment correctly and why they need to use it
If the factory provides accommodation (dormitories), it must comply with all applicable legal requirements such as fire/safety, room area, and number of people per room
Do not use forced/compulsory labor
Adopt a 'zero tolerance' policy for the use of forced/compulsory labor.
1. Employees must be able to refuse overtime without any punishment (financial or other forms).
2. Employees are not allowed to receive entry or employment deposits.
3. Prison labor shall not be used According to the US Customs and Border Protection Agency, it is illegal to import products produced by prison labor into the United States.
Fair disciplinary measures
Workers shall not be subject to any punishment for refusing to work overtime, being late, making defective or inferior production All factories require written rules/policies for disciplinary measures/procedures, and these rules/policies need to be communicated to workers.
1. Disciplinary measures must comply with applicable local laws.
2. Target adopts a 'zero tolerance' policy for employee corporal punishment.
3. 'Corporal punishment' is defined as' punishment taken against a person's body '.
Non discrimination
Note: The employment of workers is based on their qualifications, not on gender, race, personal characteristics or beliefs.
1. All employees need to be respected and treated with respect Including employees from other countries.
2. Unless there are local laws and regulations, pregnancy/HIV testing is not allowed during employment.
