EN71 Toys Directive
To ensure the safety of products, different regions have established safety standards to implement strict testing and production process control at different stages of product production. Among them, the European standard is one with a relatively wide range of applications. Any product that goes to Europe inevitably undergoes strict testing according to the EN71 standard, and toys are no exception. The most commonly used ones are Torque&Tension, Drop Test, Impact Test, and Compression Test.
The Toy Directive applies to any product or material designed or intended for children under the age of 14 to play with. If charged, the power supply cannot exceed 24V.
If toy products are legally sold in the European Union, they must comply with the requirements of Toy Directive 88/378/EEC and be marked with the CE mark. Classification of age groups based on different categories of toy products:
1. From birth to 18 months
2. From 19 months to 36 months
3. From birth to 36 months
4. Over 37 months
5. 60 months and below
6. From 37 months to 72 months
7. From 37 months to 96 months
8. From 96 months to 168 months

9. General requirements for organic compounds in toys
EN71-9 General Requirements for Organic Compounds - specifies the total migration amount of toxic compounds present in each toy or toy material in the following exposure modes: contact with the mouth; Possibility of ingestion; Skin contact; Eye contact; Inhalation.
The products within the standard range include toys designed for children under 3 years old (as these toys may be chewed by children in their mouths), and products designed for older children (these products may come into contact with children's mouths, skin, or be inhaled by children).
Specific products or toy components within the standard scope include:
Toys that may be chewed in the mouth by children under 3 years old
Toys or easily accessible toy parts weighing less than or equal to 150 grams that children under three years old play with their hands,
Toys and easily accessible toy parts designed for children under three years old
Oral contact parts of oral toys
Toys worn on the mouth or nose
Toys that children can enter
Composition device components used as or in toys
Toys for indoor use and easily accessible toy parts
Toys for outdoor use and easily accessible toy parts
Toys or toy parts designed to mimic food
May leave traces of solid toy materials behind

The scope of restricted substances is particularly broad, including flame retardants, colorants, aromatic amines, monomer substances, solvent migration, inhalable solvents, wood preservatives (indoor and outdoor), other preservatives and plasticizers.

However, since the world's largest toy manufacturer Mattel Company recalled a large number of toy products produced in China, resulting in the suicide incident of the chairman of Foshan Lida Toy Factory, there have been continuous reports of Chinese made toy products being recalled. For a time, 'Made in China' and 'toy safety' have become a focus of international attention.
The quality of toy products directly affects the smooth flow of China's domestic and international toy markets in the increasingly fierce international toy market competition. Therefore, domestic toy enterprises should strictly control product quality and solidly improve product safety and quality.
