The technical specification directive for customs alliance certification has been officially implemented since February 15, 2013, with a maximum validity period of 5 years. It will gradually replace the existing certification systems of each member country, such as GOST-R certification in Russia, GOST-TR certification in Kazakhstan, and GOST-B certification in Belarus, and carry out unified certificate filing management.
Therefore, for Chinese enterprises, obtaining a customs union certification is the simplest way to open up the markets of member countries of the customs union: Russia, Belarus, and Kazakhstan.
Certification classification
1. CU-TR certificate of conformity
The certification agency and testing laboratory (center) registered and certified by the Customs Union shall issue a certificate of conformity, which can be applied for by any customer. At present, the single batch CU-TR certificate needs to be sent for testing abroad; Batch production for 1 year, 3 years, and 5 years must be reviewed by foreign expert factories and samples must be tested abroad.
2. CU-TR compliance certification
Based on the participation of customs alliance certification agencies, more than 90% of the products in the mandatory list currently require a CU-TR conformity declaration certificate, which can only be held by foreign customers. The application requires the provision of foreign customers' trade contracts and business licenses, which can be exempted from sample testing and factory review.
scope of application
The CU certification of the Customs Union is applicable to the entire territory of Russia, Belarus, and Kazakhstan, and has equal legal effect in any place within the Customs Union. After February 15, 2013, the customs of the three countries will begin to inspect new CU-TR certification certificates. The original GOST-R, GOST-K, and GOST-B certificates under the certification systems of each country will cease to be issued, and the latest validity period is March 15, 2015
Type
There are two types of customs union TR technical regulations certificates: customs union TR certificate of conformity and customs union customs union TR declaration of conformity:
1. Customs Union TR certificate: a certificate of conformity issued by a certification body registered under the unified certification of the Customs Union;
2. Customs Union TR Declaration of Conformity: A declaration of conformity for one's own products based on the participation of a customs union certification body.
The issuing authority of the Customs Union TR certificate is the certification authority registered by the Customs Union.
